Under Section 10 of the Local Government Service Act, Act 462, 1993, the functions of the Offinso North District Assembly are deliberative, legislative and executive in nature and are spelt out as follows:

1. Offinso North District Assembly is responsible for the overall development of the District and shall ensure the preparation and submission to the government for approval of the development plan and budget from the district;
2. Offinso North District Assembly formulates programmes and strategies for the effective mobilization and utilization of human, physical, financial and other resources in the district;
3. Offinso North District Assembly promotes and supports productive activity and social development in the district and removes and obstacles to initiative and development in the district;
4. Offinso North District initiates programmes for the development of basic infrastructure and provides municipal works and services in the district;
5. Offinso North District Assembly is responsible for the development, improvement and management of human settlements and the environment in the district;
6. In co- operation with the appropriate national and local security agencies the Offinso North District Assembly is responsible for the maintenance of security and public safety in the district;
7. Offinso North District Assembly ensures ready access to the courts and public tribunals in the district for the promotion of justice;
8. Offinso North District Assembly initiates sponsors or carries out such studies as may be necessary for the discharge of any of the functions conferred by Act 462, LI or any other enactment;
9. Offinso North District Assembly performs such other functions as may be referred to it by the government.
